Chair’s Report to Council, Winter 2009

Canadian Council on Animal Care (CCAC):

The CSZ is one of twenty-two full members of the Canadian Council on Animal Care, or CCAC. CCAC “is the national organization responsible for setting and maintaining standards for the care and use of animals in research, teaching and testing throughout Canada” (http://www.ccac.ca/en/CCAC_Main.htm).

CSZ appoints a representative on a three year term to attend and participate in activities of the CCAC (two council meetings per year) and its five standing committees, and to report to the CSZ on activities of the CCAC. The CSZ representative also serves as Chair of the CSZ Animal Care Advisory Committee.

CCAC is a non-profit, autonomous and independent organization incorporated in 1982 and supported by three year grants from the Natural Sciences & Research Council of Canada (NSERC) and the Canadian Institutes for Health Research (CIHR). It operates by developing guidelines for the humane treatment of animals in research and teaching rather than mandated regulations. Thus it operates by moral suasion rather than government regulation; as such, it is the envy of the worldwide animal care community.

As a researcher and animal user in Canada, you are to receive training on the appropriate use of animals in your work as mandated by CCAC. It is in your best interest to learn about CCAC and the very important work it is doing. There are many important documents listed on the CCAC website (http://www.ccac.ca/en/CCAC_Main.htm) including a full picture of the activities of this organization and its committees, guideline documents (http://www.ccac.ca/en/CCAC_Programs/Guidelines_Policies/GDLINES/Guidelis.htm) covering a range of animal use, the assessment program and the certificate of Good Animal Practice® in Science that all academic animal facilities in Canada must achieve to receive funding from the granting councils, and the newest initiative called the 3Rs for replacement, reduction and refinement (http://www.ccac.ca/en/alternatives/index.html).
The development of a 3Rs program was very specifically demand of the granting councils when the CCAC received their funding in 2008. You will be seeing reference to the 3Rs when you make your next submission to the granting councils.

CCAC 2009 National Workshop / Atelier national 2009 du CCPA


The Canadian Council on Animal Care (CCAC) will be holding its 2009 National Workshop on May 7-8, 2009 at the Sheraton Hotel, 150 Albert Street, Ottawa. This workshop is intended to provide continuing education to members of institutional animal care committees, as well as other animal care and use personnel working in institutions participating in the CCAC Program.

More information on the workshop will be posted on our website as it becomes available. Please note that registration for the 2009 workshop will be limited to 200 participants.

Conseil canadien pour la protection des animaux (CCPA)

La société canadienne de zoologie est un des vingt-deux membres à part entière du Conseil canadien pour la protection des animaux (CCPA).  Ce Conseil national est responsable de l’établissement de standards et procédures pour les soins et l’utilisation d’animaux en recherche, en enseignement et pour tester des produits de façon expérimentale http://www.ccac.ca/fr/CCAC_Main.htm.

 La SCZ nomme pour trois (3) ans un représentant au sein de ce comité pour y siéger et participer  aux activités du CCPA (deux réunions par année) et aux cinq sous-comités. Le représentant fait  également rapport des activités du CCPA au Conseil de la SCZ lors des réunions statutaires du Conseil. Ce représentant assume également les fonctions de Président du Comité aviseur de la SCZ pour la protection des animaux.

 Le CCPA est un organisme à but non lucratif , autonome et indépendant, incorporé en 1982 et supporté financièrement par des subventions provenant du Conseil de recherches en sciences naturelles et en génie (CRSNG) et des Instituts de recherche en santé du Canada (IRSC). Plutôt que développer des lois et règlements contraignants, il émet des directives pour promouvoir un traitement humain des animaux utilisés en recherche et en enseignement. Il fonctionne par persuasion morale plutôt que dans un cadre légal gouvernemental, faisant ainsi l’envie de la communauté mondiale s’intéressant aux soins aux animaux.

 Comme utilisateur d’animaux au Canada, vous êtes incité à recevoir une formation  pour une manipulation adéquate des animaux dans le cadre de votre travail, selon les directives du CCPA.  Il y va de votre intérêt de vous informer des activités du CCPA et de l’importance de ses travaux.  Plusieurs documents sont mis à votre disposition sur le site Web incluant les rapports actuels et antérieurs, qui vous donneront ainsi une idée juste et complète des activités du CCPA.  (http://www.ccac.ca/fr/CCAC_Main.htm).
